Dion & Sons AST Removal & Replacement

Jauregui & Culver, Inc. removed the three existing diesel above ground storage tanks (ASTs) located at the existing Woodside facility and replaced them with two 12,000 gallon cylindrical ASTs.

Jauregui & Culver, Inc. provided necessary drawings and submittals to the City in order to procure permits. The removal of existing tanks included the removal of the sheet metal roof, sheet metal wall and support framework, and chain-link gates. The existing ASTs were washed and lawfully disposed of. The existing AST masonry support structures, tank slab, curbing, and concrete drive slab were removed so that the new ASTs could be placed side by side with adequate setback distances between the building and the ASTs. The existing diesel below ground piping extending from the pump to the AST enclosure was cut and temporarily capped while Jauregui & Culver, Inc. installed a new SWFG piping transition sump and extended the piping. Jauregui & Culver, Inc. poured a new slab. We furnished and installed 6″ diameter concrete filled steel bollards. The ASTs were assembled and installed.

Jauregui & Culver, Inc. will continue to do the testing and maintenance of this facility, ensuring that it is safe, up to code, and working properly for Dion & Sons.

 

Fuel Polishing

 

When the mass power outage spread through Southern California and parts of Arizona in 2013, those who had generators and other forms of emergency power were ahead of the curve. They were prepared, but was their fuel?  If your diesel fuel has been stored or unused for a long period of time, then it is of utmost importance to have it polished.

A clean fuel system is essential for preventative maintenance for your diesel engine.  One of the main problems with diesel fuel is contamination from algae, microorganisms, fungus, yeast, and bacteria.  Algae survive on the hydrocarbons in the fuel and the oxygen in the water in suspension and in the bottom water.  If left untreated, the contamination can cause plugged filters, motor operation problems, and expensive repairs.  These preventable symptoms of unclean fuel can and will lead to unnecessary failure of your emergency generator. 

Early signs of contamination include but are not limited to:

  • Dark, smoky exhaust that persists even after the engine of your generator has warmed up.
  • Any discovery of corrosion in the fuel tank, or other metal parts that contact the fuel
  • Hard deposits on engine injectors are an early and often subtle indicator.  (Normal deposits should wipe clean with a cloth.)

The process is relatively simple.  We circulate the fuel through a special filter system which removes particulates and purifies the fuel.  We then place an additive into the fuel which kills any remaining algae and aids in keeping the fuel clean. There is a clear distinction between samples taken before and after polishing.  Upon request, samples can be analyzed through a lab to provide further verification of these results.

 

At Jauregui & Culver, Inc., we want to serve you and help prevent the expense and inconvenience of generator failure as a consequence of contaminated fuel.  It is recommended that your fuel be polished at least once every two years, though most major oil companies, engine manufacturers, and regulatory bodies recommend polishing yearly for back up power sources. In critical facilities, such as hospitals, fuel should be polished at least twice annually to ensure that it is in pristine condition when it is needed for use.

COC Fuel Facility

Jauregui & Culver, Inc. did a full design build for the County of San Diego Operation’s fuel facility. We procured permits, installed tanks, canopy, and a fuel system. We custom built the shoring that went in on the sides of the tank hole. The concrete footings, tank slab, and drive slabs were poured. Jauregui & Culver, Inc. also installed the fuel management system and continues to provide service and testing for the station. The existing fuel site was demolished, and can be seen here.

In addition, Jauregui & Culver, Inc. provided piping for the emergency generator system and is continuing to design build for the emergency generator system and other projects at this facility.

 

 

 

 

Pala Mini Mart Dispenser Replacement

Jauregui & Culver, Inc. furnished and installed new dispensers for the Pala Casino Mini Mart. We also fabricated and installed a column style canopy extension which including engineer drawings and structural calculations.

 

 

 

CarMax Oxnard

Jauregui & Culver, Inc. provided submittals and drawings of the proposed fuel system necessary for CUPA, Fire Department, and Air Quality agency permitting.  We furnished and installed a complete gasoline fuel system that included one 4,000 double wall fiber glass underground storage tank, fuel dispenser, below ground fueling, vapor return and tank vent piping, under dispenser containment, vent transition containment, an enhanced vapor recovery system, and a vapor root monitoring system.  This required excavation, disposal of excavated soil, gravel back-fill materials meeting manufacturer specifications, crane, and back-filling operations. The new dispenser was calibrated and brought to compliance and Enhance Leak Detection was provided.

 

 

Carmax Escondido

Jauregui & Culver, Inc. installed a complete fuel system which included permits for San Diego County Environmental Health (DEH), San Diego County Air Pollution Control District (APCD) and City of Escondido fire department. a 4,000 gallon double wall fiber glass tank, fuel dispenser, and piping for the below-ground fuel, vapor return, and tank vent. Recovery (EVR) system and a Veeder Root monitoring system were also installed.  Calibration for the new dispenser, and regulatory compliance Enhance Leak Detection (ELD) testing were also provided.

 

 

 

7-11 Cardiff-By-The-Sea

Jauregui & Culver, Inc. removed the existing fuel tanks at 7-11 Cardiff-by-the-Sea fuel station and replaced them. We provided permits, shoring, new dispensers, and a complete re-piping of the fuel lines.  Environmental remediation was also provided.

Above Ground Storage Tank Upgrades 2013

In June of 2012, the state of California put forth the latest executive order with regard to above ground fuel storage tanks and vapor recovery. By now you may have received a fine or warning from the Air Pollution Control District (APCD) if your tank is not compliant with this order.  We would like to offer our services to bring your tank to compliance, and prevent any further mishaps with APCD

 

 

California Air Resources Board (CARB) has seen fit to make a change to all above ground fuel tanks that contain gasoline. We hope the following information will help you understand the requirements better and decide when you need to upgrade to the new standards. You may have received notices from San Diego APCD about this (click here to see the letter). It is our hope to simplify the regulation as much as possible and to assist you in complying with the regulation.

 

What are the changes?

  • Each above ground gasoline fuel tank of 250 gallons or more, single walled or double walled, retail or non-retail, regardless of throughput, must have or be painted with a CARB certified epoxy type paint to comply with the latest “standing loss” requirements no later than April 1, 2013.
  • Each above ground gasoline fuel tank, described above, must have a Pressure/Vacuum Vent Valve approved by CARB. There is only one, the Husky 5885 P/V Vent Valve. These P/V vent valves must be installed no later than April 1, 2013.
  • Technically, the above two items fall under CARB EO 301-D.
  • San Diego APCD requires that ALL tanks that fall under the above conditions be permitted through San Diego APCD.
  • San Diego APCD also requires that ALL tanks that currently have APCD permits under anything other than CARB EO 301-D, be re-permitted. (This includes most all gasoline above ground tanks that are currently permitted.)
  • Phase I, the vapor recovery connection between the tank and the fuel truck, must be on ALL above ground gasoline tanks (retail = 260 gallons or more, non-retail = 550 gallons or more) no later than July 1, 2014.

Bottom Line: All above ground gasoline tanks must be re-permitted, have CARB approved paint, and a Husky 5885 P/V vent valve. Phase I is due no later than July 1, 2014.  San Diego APCD is out-in-force to fine any tank owner who is not in compliance.
